DECwindows and Y2K -- logout problem?

The Question is:

 
I recently updated the V7.1 vms op system and the Dec
windows with the year 2000 kits.  Subsequently, I have a problem
exiting froam all accounts (EXCEPT the SYSTEM account).
The screen is partially cleared, and NO LOGIN box appears.
 
This can be cleared by a DECW$STARTUP RESTART command.
 
What can I do to fix it?
