Help with DECUS SYS_ACCESS tool error?

The Question is:

 
We are using a DECUS utility called SYS_ACCESS
 
This forces a user to enter their own username and password after logging
into a pre-defined account ie/ SYSTEM.
 
The problem we are experiencing is
 
You log into the prived account and enter your username and password.  The
error returned is %SYSTEM-F-NOSUCHID, unknown rights identifier
 
And then you are logged out.
 
Q : What is the identifier that is unknown and where can i get help on this
utility.

The Answer is :

 
  Look at the application source code, and run some basic debugging.
  Alternatively, check for the name of the author in the sources, and
  contact the author.  Or ask the folks via the DECUS site's various
  notes conferences.  Or check with the folks that tend to lurk in the
  comp.os.vms newsgroup.
 
  OpenVMS recommends assigning unique usernames for accountability
