NOERLDUMP, unable to locate SYS$ERRLOG.DMP?

Getting the following error when booting system:
 
UNABLE TO LOCATE SYS$ERRLOG.DMP
 
What does this mean?
 
How do I start the opcom so I will get boot errors in the operator.log file?

    %SYSBOOT-W-NOERLDUMP, unable to locate SYS$ERRLOG.DMP
 
  AUTOGEN creates the SYS$ERRLOG.DMP file for you, and is the typical
  mechanism used for this purpose.

  The file can be manually created using information in the above manual,
  or a partial (GENFILES) or full AUTOGEN pass can (and usually should) be
  used to create the file.
 
  On those systems where it is not automatically started, OPCOM is normally
  selected for starting using information in SYS$STARTUP:SYLOGICALS.TEMPLATE.
  Early bootstrap errors are typically not logged, as there is insufficient
  system context established to run a process such as OPCOM.  (Remote console
  logging tools are available from various sources, to allow console output
  to be logged to a file.)
