MIME headers for SMTP mail?

The Question is:

 
Is there any way to insert "content-type:text/html" or things
of this order in the SMTP mail header?  When automatic reports are generated
on VMS and
sent by SMTP to Windows clients using SMTP/POP3 and read by things like
Microsoft Outlook, the assumption of "content-type:text/plain" causes
the formatted report in non-proportional text to not line up
the columns.
 
Other mailer systems set the "content-type:x/y" parameters.

  For information on MIME and the MIME and Send From File (SFF)
  support within OpenVMS and within TCP/IP Services, please see
  the OpenVMS FAQ discussion on MIME, the OpenVMS MIME utility
  documentation, the TCP/IP Services documentation, and please
  see existing topics (4492), (5880), (8057), (8424), etc.
 
  For details of MIME content types present on your OpenVMS
  system, please see the MIME utility SHOW CONTENT command.
 
  And in general, the OpenVMS Wizard filters out all HTML-formated
  mail, as it regularly contains either hazardous cargo or spam.
  text/plain is not as pretty, but is far safer.
