modem power-cycle causing host reboot?

The Question is:

 
Is it possibe that rebooting of a modem on a VAX3100 or a VAXstation 4000
would cause the system to reboot?
 
Also if it is so, is there something that can be done to correct or stop it
from happening ?
 


The Answer is :

 
  The Wizard would not expect that power-cycling a modem on a serial line
  -- other than one connected via the console serial line -- to result in
  a reboot of an OpenVMS host system.
 
  The console serial line is special: the console serial line port of
  various systems is sensitive to serial line framing errors -- another
  name for a serial line framing error is <break>, and a console can be
  set to process a <break> as a request to halt the system.
 
  Some terminals are known to generate framing errors during power-cycling
  operations -- the Wizard would not be surprised to learn that certain
  modems could also generate similar framing errors in simiar situations.
 
  Options include disabling the processing of <break> on the console (see
  the documentation of the "S3" switch on these systems, as well as the
  current system "halt action" setting).  Alternatively, move the modem
  to another serial line (other than the console), to another system, or
  to a terminal server.
