Lower performance in Oracle Rdb code? (SQL$PRE)

The Question is:

 
Why is precompiled Oracle RDB programs running slower on V6.2 than on V6.1?
 


The Answer is :

 
  Terse questions beget terse answers -- often, terse answers to questions
  other than those that were originally intended.
 
  Without information on the specific language, on the language run-time
  environment or ECO in use, on process quotas and their current run-time
  usage, on any changes to the Oracle Rdb version(s), on the OpenVMS system
  environment, on the activities of the program, on any relinking or any
  recompilations that have been performed, on the percentage difference
  meant by "slower", and so on, it is likely impossible to answer this
  question with any degree of certainty.  Further, resolving performance
  degradation questions can require source access.
 
  As a first step, the Wizard would recommend using a tool such as PCA
  to look for areas of the run-time profile that are consuming the major
  portion of the application run-time.
 
  If profiling is not able to determine the cause and there are no
  obviously applicable ECO kits (likely for the language run-time)
  available, please contact the customer support center.
 
  If this is a question specific to the behaviour of the Oracle Rdb
