The Question is:

 
How do I access a flat file from client-server application
 

The Answer is :

 
  Personally, the Wizard prefers a power tools over flat and rat-tail files.
 
  More seriously, terse questions beget terse answers.
 
  File access is file access, and the phrase "client-server" is meaningless
  without substantially more contextual information.  Further, there is no
  special information contributed by the phrase client-server, other than
  as an indication of the presence of unspecified networking capabilities
