what is CLUSIO for?

The Question is:

 
I upgraded our vax 3500-85 from openvms 6.1 to
 openvms 6.2 in order to apply the y2k kit (i was
told by vms systems support that i should do
this step first)
 
now i want to apply the y2k kit, but the cover
letter indicates i MUST first install kit:
VAXCLUSIO01_062 - what is this for???  do i
really need it??? - this was not sent to me when
i requested the v2k kit.   we do NOT have a
vax cluster setup   we have 2 vaxes which are
standalone & only use decnet to transfer files, etc

The Answer is :

  VAXCLUSIO01_062 is a prerequisite for the VAXY2K ECO. Why this is so is
  just one of life's little mysteries. Why you weren't sent it in the Year2000
  readyness kit is another, for which the wizard offers profuse apologies and
  assures you that those responsible have been duly turned into newts.
 
  Even though you are not using cluster services, the CLUSIO kit contains
  lots of other stuff that you most certainly are using, so, yes, you really
  do need it. The ECO kit is available from the web at URL
 
	ftp://ftp.service.digital.com/public/vms/vax/v6.2/
 
  Download all files called VAXCLUSIO01_062 to your VAX, RUN the file called
  VAXCLUSIO01_062.A-DCX_VAXEXE and read all the others.
