DECwindows cut-and-paste problems?

The Question is:

 
I am helping a Client running Decwindows and Motif on a
VMS6.2 on an Alpha.
They have problems cutting and pasting. They
loose the Swedish national characters edv (aring,
auml, ouml). This seems to have something to do
with the settings in the DECW$*.DAT files, since
some users don't have this problem while others
do.
 
We have tried to copy these files, and restarted the
window manager (mwm.exe) but it did not help.

  Please contact the customer support center for assistance.
 
  Additional information, including the version fo DECwindows in use,
  differences among the individual user settings, etc., will likely be
