DCL-based menu system? Scroll bars?

The Question is:

 
How would I create scroll bars in a menu screen using dcl only?
 
 

The Answer is :

 
  DCL does not have support for menuing and has only primitive support
  for the control of screen displays using control sequences directly.
  DCL will very likely require the assistance of a menuing package to
  achieve something approaching a scroll bar.
