The Question is:

We've lost the manual that came with our media!

After booting, we stop decnet, tcpware, que man etc.

then run
@sys$update:vmsinstall vms055 mka500

Everything starts to restore save set, then error
that STARTUP_P1 must be set to MIN

but if this is done, and system is rebooted
there is no Tape drive?

The Answer is :

http://www.openvms.digital.com:81/ will provide you with access to the
OpenVMS VAX V7.1 upgrade and installation manual.

For information on resetting SYSGEN parameters such as STARTUP_P1, please
see the OpenVMS Frequently Asked Questions (FAQ), particularly see the
section "MGMT5. I've forgotten the SYSTEM password - what can I do?".
This section covers how to perform a conversational reboot, which is
one way to reset the STARTUP_P1 parameter. (How to reset STARTUP_P1 is
also covered in the aforementioned documentation.)

The Wizard would STRONGLY recommend acquiring the appropriate OpenVMS
documentation. The Wizard would also recommend upgrading to a more
recent version than V5.5 -- the current OpenVMS VAX version is V7.1.
(Though the upgrade from V5.5 may be on the way to V7.1 -- various of
the available OpenVMS upgrade paths are listed in the OpenVMS FAQ.)
