DECnet circuit down, line synchronization lost?

The Question is:

 
Using DECnet Phase IV under VAX/VMS, I am getting the NCP events 4.7 and
4.10 every few seconds.
These are circuit down - line synchronization lost then circuit up messages!
The system is an old MicroVAX 3300.
Any ideas what to look for first?

The Answer is :

 
  In the MicroVAX 3300, the standard Ethernet is embedded on the KA640
  processor module.  The Wizard will assume that this embedded Ethernet
  controller is the only Ethernet adapter in the system, and that a
  DESQA or DELQA is not configured in the BA215.  The Wizard will also
  definitely assume that a DEQNA is not configured in the system.
 
  First, check for hardware and wiring problems, relevent entries in the
  system error log, an incorrectly wired or faulty Ethernet network,
  insufficent or over-terminated Ethernet cabling, etc.
 
  You do not indicate in your question if you are using the Ethernet
  network that is reporting the errors, nor if it is connected via AUI
  or ThinWire (and switched appropriately).  If not, simply shut down
  DECnet, or shut down the specific Ethernet controller using NCP commands
  that will SET and DEFINE the CIRCUIT and the LINE to STATE OFF.
 
  Also clean out the cruft in MODPARAMS.DAT and re-run AUTOGEN, using the
  FEEDBACK mechanism.
 
  Check for any available ECO kits for the "other" release of OpenVMS VAX
  you are using, as well.
