Cluster member shutdown effects disk access?

The Question is:

 
I have a two node cluster.  When I shut down the second node, it sometimes
locks the primary node (no access to the disk array). What could be causing
this or what should I be looking at?
 


The Answer is :

 
  The Wizard will assume that the VOTES and EXPECTED_VOTES are set
  per the discussion in the OpenVMS Frequently Asked Questions.
 
  Without rather more information on the cluster configuration, it
  is difficult to even begin to try to answer this question.
 
  Please contact the customer support center.  Expect to be asked
  specific details of the system and storage hardware, about the
  operating system and products, and about the specific cluster
  configuration including the settings of VOTES and EXPECTED_VOTES
  and (if present) the quorum disk.  Also expect to be asked about
  any ECO kits that have been applied.  Information on how the
  secondary node is shut down, as well as any error messages as well
  as any messages from the connection manager on the console will be
  of interest.
