Application Year 1999 problem?

The Question is:

 
Dear all,
I hope that you will answer this one ASAP, because this problem appeared
immediately
after 01-JAN-1999 and has affected all the
executables that were working CORRECTLY since 31-dec-1998.
 
All of the applications were developed on Microvax 3600/Vms 4.7, and
modified after migration to Alpha system.
 
The platform is AlphaServer 800/400Mhz running
OpenVms v.7.1, and all the applications running were recompiled with DEC
COBOL V.1.1-747 in FEB-1998 after the migration.
 
We tried recompiling the source code of a specific program, but it doesn't
work.
When we SET TIME=XX-XXX-1998, EVERYTHING RUNS FINE, BUT ANY OTHER DATE OTHER
THAN 1998 MAKES THE EXECUTABLE RUNNING IN A DEAD LOOP.
 
We couldn't believe this and tried all the possible ways of solving the
problem, including complete reinstallation of OpenVMS and Cobol, but we
still can't find a remedy.
 


The Answer is :

 
  You will want to use tools available to you -- such as the OpenVMS
  Source Code debugger -- to resolve this problem within the application.
  Without access to the complete application source code, any necessary
  data and data files, and information on the application requirements on
  the supporting environment, there is no way to answer the question.
 
  You will also want to check for the termination of one or more software
  licenses, either PAKs or application-specific mechanisms.
 
  The Wizard would not expect the reinstallation of the compiler nor the
  operating system nor the recompilation of the application sources would
  affect the incidence of the problem.  This (initially) appears to be an
  application-specific coding problem.
 
  Questions requiring immediate answer should be directed to the Compaq
  Customer Support Center.
