Altering attributes of files? (FDL)

The Question is:

 
I would like to convert a stream-lf file (that
was uploaded from a PC and contains CR/LF codes
at the end of every line) to a standard VMS
text file format. Is there a standard FDL conversion
file that I could use with the CONVERT facility
to do this? Thanks

The Answer is :

 
  Without a DUMP of a couple of blocks of the file data and without the
  output of DIRECTORY/FULL showing the current file attributes, a specific
  answer to this question is difficult at best.
 
  The Wizard would initially consider the use of the SET FILE/ATTRIBUTES
  command on the file.  This command may be all that is necessary, switching
  the file over to potentially more appropriate file attributes settings.
 
  FDL files can be generated using an existing file of the desired file
  format -- ANALYZE/RMS/FDL=file -- and then used with CONVERT.  Quite
  obviously, FDL files can also be generated manually, and can also be
  generated using the EDIT/FDL tool.
 
  The Wizard would also recommend checking the version and ECO level of
  the IP package in use, making sure that it is current.
