Reverse (outbound) TELNET?

The Question is:

 
I have asked a similar question before but have not managed to get the
question I really wanted answered, answered.
 
Reverse IP on Decservers. The requirement is to emulate LAT but not for
printing purposes. Currently have datafeeds (synchronous? I/O, in and out)
devices mapped to LAT devices. This functionality needs to be duplicated
using
IP only. All articles suggest creating LAT device and then setting it
spooled and using Telnet symbiont to interact with the remote
Decserver/Telnet Port listener. I don't think this will give the two way
comms
capability required. Need means to perform I/O directly with Decserver/Port
using TCPIP.

  Though it may seem obvious, Telnet and LAT are quite different -- with
  differing capabilities and design goals.
 
  Please see the documentation around the TCP/IP Services for OpenVMS
  TELNET command CREATE_SESSION.  This command is the equivilent of the
  operations performed in LTLOAD.COM or LAT$SYSTARTUP.COM.  There is no
  TELNET equivilent to the sys$qio[w] control interface for LTDRIVER (as
  documented in the I/O User's Reference Manual) available, though the
  Wizard would expect standard sys$qio[w] calls referencing the created
  TN device would operate as expected.
 
  If you require an answer beyond this and beyond what has been referenced
  here in Ask The Wizard on various previous occasions, please contact the
  Compaq Customer Support Center -- the Wizard has answered this question
  before, but apparently in insufficient detail or with insufficient clarity
  for your particular requirements.
