Weekly loss of TCP/IP (UCX) connectivity?

The Question is:

 
I am running 6.2-1h3 on several alpha4k's, using UCX 4.2.  The main app
running on these uses DecMessageQ and OracleRDB.
 
After being up for a while, maybe a week, the machines lose ability to be
connected to using any TCPIP utility.
 
Present theory is that DecMessageQ may not be fully closing all connections,
finally the machine is running out of TCPIP sockets, and connectivity fails.
 
What can I do to try to track down this problem, possibly isolating it to
DECmessageQ or whatever else is causing the problem?

  It is impossible to begin to resolve this question via Ask The Wizard.
 
  Please first acquire and apply the current ECO for TCP/IP Services for
  OpenVMS V4.2, then check for and apply any available DECmessageQ ECO(s),
  then acquire and install the various mandatory OpenVMS ECOs.
 
  Then -- if the problem persists, as the Wizard might expect it to --
  please contact the Compaq Customer Support Center for further assistance.
