peeking or spying on other users?

The Question is:

 
I am looking for a program that can be run by a privileged account to watch
another users's terminal. This will be similar to MS-SMS, where you cann see
the user's keystrokes as he/she types. I have seen a similar program runnung
under under 5.4-2. I was
wondering if I could get such programs running under VMS 6.2 and above, both
VAX and AXP.
