TCP/IP (UCX) application failure?

The Question is:

 
We have a TCP/IP Client/Server application written in 'C' where TCP/IP
transfers can be initiated from another box.
 
There is a UCX service on the Alpha which calls a .com file.  This .com file
in turn calls our executable which is written in 'C'. The
executable then inherits the socket using socket() and does a normal TCP/IP
transfer.
 
If a second box tries to send to the VMS while another is still in progress,
the second attempt fails.
What needs to be done so that more than one transfer can be in progress at
the same time ?

  Expect to be asked the version to TCP/IP and the ECO status, as well
  as for specific information on the failure.  You may be asked for an
