CONVERT/FDL failing with ACCVIO?

The Question is:

 
On OpenVMS Alpha V7.2 when I do a CONV/FDL I get an ACCVIO.  By defining
CONVSHR to use COMVSHR_OLD I am able to do the conversion OK.  I have looked
in the release notes for V7.2, but I can't find anything about CONVSHR or
CONVSHR_OLD at all.

PS Why isn't V7.2 a valid OpenVMS version yet ?

  Please contact the Compaq customer support center, this is a bug.
  Copies of the data files as well as the FDL file will likely be
