Configuring POP3?

The Question is:

 
Currently we use DECmail for in system email.  We have loaded Netscape 3.03
for the browser and would like to use the mail on this browser for email.  I
have multiple questions, I know that in ucx$config, you can set up a POP
server. Is this a true server
?  Can I have multiple users on this server?  When I try to send mail to
another node in my enclave it tells me this address is not local and can't
be relayed.  Can you help?

  Please read the TCP/IP Services for OpenVMS, and configure the POP3
  server per the documentation.  As for problems with the relay error,
  please contact the Compaq Customer Support Center -- expect to be
  asked about the current IP network configuration, about the desired
  network configuration, about the text of the messages displayed, and
  about the exact version number and ECO level of the TCP/IP package.
