The Answer is :

 
  According to the "Maximum Number of User Sessions" in the chapter
  on "Configuring and Managing TELNET and FTP" in the "DIGITAL TCP/IP
  Services for OpenVMS Management" manual, "The default maximum number
  of TELNET sessions that a user can simultaneously establish is 10.
  To change this number, define the logical name TCPIP$TELNET_MAX_SES n.
  Enter:
 
    $ DEFINE /SYSTEM TCPIP$TELNET_MAX_SES n
