Bypassing SYSTARTUP_V5/SYSTARTUP_VMS?

The Question is:

 
Hi,
 
How do I boot my 4100 without having it go through
SYSTARTUP_V5.com file. I am out of disk space
on my system disk and queue_manager does not want to start
thus hanging my system. If there is no way to bypass SYSTARTUP_V5.com
then is there a way to bring my system up so I can cleanup the
system disk?

The Answer is :

 
  The necessary command sequence is documented in the OpenVMS system
  managment documentation, particularly in the section entitled "Booting
  Without Startup and Login Procedures", located in the chapter "Starting
  Up and Shutting Down the System".
 
  The OpenVMS documentation set is available online at:

  The necessary techniques have not particularly changed since OpenVMS
  VAX V5.5-2.
