Comparision of LAT and TCP/IP sys$qio calls?

The Question is:

 
 
We have an inhouse application written in Fortran 90 running on VMS (6.1 I
believe). This application does "QIO" calls to DEC700 terminal servers.
Metal cutting machine tools are attached to the serial ports of these DEC700
terminal servers. From what I u
nderstand, LAT is used to push data from the VMS servers to serial ports on
the DEC700 devices. This data is then passed to the serial attached machine
tools.
What I would like to do is convert the DEC700's to TCP/IP. Does "QIO" have
the capability of sending data to a serial port on a DEC700 using TCP/IP?
 
Please keep in mind, I am not very familiar with the VMS/LAT/Fortran world.
Any help would be most appreciated..
