OpenVMS and pagers? (DTMF or alphanumeric)

The Question is:

 
We have a modem connected to an alpha vms system.  It is used to connect to
remote computers.
We want to set it up so that we could use it to page people when our normal
network is down.
It would dial a pager number and then send numeric codes via a phone tone.
Alpha codes would also be useful but I don't have clue where to start on
that.
Our current paging method is sending email to the pagers.
Is there a method to make the modem dial and NOT perform a modem handshake?
And is there a method to send numeric tones as if using a phone?
 
 


The Answer is :

 
  You will have to determine from the particular modem if it can be
  used as a DTMF tone generator -- to a certain extent, many can be.
  One technique involves creative use of delays in the dial sequence.
 
  Other options include (long unsupported but still available from
  used-equipment vendors) devices such as the DECtalk-I (DTC01) and
  DECtalk-III
 
  One common option involves the use of host-based paging software,
  such as the Ergonomic Software (third-party) Rampage product, or
  similar.
