The Answer is :

A BCKTRNSFAIL error occurs when an incoming connection request comes from
a remote node that is not registered in whatever nameservice you have
configured. In other words, DECnet-Plus is trying to lookup the name of
the remote node based on its address. This is called a backtranslation.
When it is unable to complete the backtranslation, DECnet-Plus usually
just complains about it, but does not refuse the inbound connection.
To fix this, use the DECNET_REGISTER tool to register the remote node
name with its address (in the appropriate namespace).
