Help with Y2K Testing?

The Question is:

 
This problem has been seen on two different models, an AlphaServer 4000 and
an Alpha 200 4/100.  The following test was performed on the 4000 running
VMS7.1.  The 200 was running VMS6.2-1H3.  Both systems are Y2K patched.
 
The system time was set to 20-July-2019 and the system was shut down.  The
machine was powered off at approx. 13:58:30.
 
The server was powered on at 14:05 and took around 1 minute 15 seconds to
perform power on tests.
 
VMS then requested that the user enter the time at the console.  This was
left to time out for 30 seconds (the TIMEPROMPTWAIT sysgen parameter was set
to 25 5Fortnights).  The system time then defaults to 13:57:45, probably
when VMS finished shutting down
 
 
Could you shed some light on these findings?

  Information and recommended Y2K testing procedures are included at
  the OpenVMS website.
 
  Please follow the recommended procedures for performing Y2K testing.
 
  Please do not change the system time "live" by large values -- either
  forward or backward.  Please do not perform "live" testing without also
  having good disk BACKUPs of all disks accessed (for write) during the
  Y2K testing.  Please do not expect all layered products to "survive"
  having the system time suddenly shift by large values.
