PATHWORKS, NT, and no more network connections?

The Question is:

 
We have an Alpha running OpenVms 7.1 with Pathworks 5.0-600f. I can make a
network connection from my windows 95 based pc's but Nt complains that "no
more connection can be made at this time, because there are already as many
connections as the computer c
an accept". My question is are there separate licenses for 95 and Nt?

  the answer is NO.
 
  The problem with Microsoft Windows NT failing the connection when
  Windows 95 likely tracks back to a problem with differences in the
  way that the license checks are made and/or to a misfeature that
  causes Windows NT systems (specific to certain SPs for NT4) to
  potentially consume multiple client licenses.  (Please see topic
  4432 for a related discussion.)
 
  The OpenVMS Wizard would strongly encourage an upgrade to a more
  recent version of PATHWORKS or Advanced Server.
