Non-privileged users, privileged tasks? (SHUTDOWN)

The Question is:

 
I would like to enable a shutdown of my standalone VAX station without a
full login. In short, after setting up a username as "SHUTDOWN" I want to be
able to walk up to my VAX and type in SHUTDOWN without the VAX asking for a
password then go directly to
a shutdown procedure. The shutdown should notify any remotely logged in
users of the shutdown then proceed with a normal shutdown. My objective is
to allow anyone to shudown the VAX by typing "SHUTDOWN" at the "Username"
prompt. The KEY is that I "DO NOT"
 want anyone of these persons to have SYSTEM/root level rights or
permissions.  Is this possible?

The Answer is :

 
  This is possible using a site-specific SHUTDOWN username that is configured
  as a CAPTIVE command procedure, the command procedure invokes the SHUTDOWN
  command procedure.  The SHUTDOWN username would have no password, and would
  have sufficient privileges to invoke the SHUTDOWN.COM procedure.

  You can use the following command for further hints on calling SHUTDOWN:
 
    $ SEARCH SYS$MANAGER:LOGIN.COM "SHUTDOWN"
