VAXstation 3100 hardware problems?

The Question is:

 
Just picked up a 3100M76 SPX Vax to load new hobbyist-license VMS on. The
system has 2 x RZ24-E drives, 32mb Mem, floppy, check of the graphics board
shows 2 osc at 69 and 119 Mz for 1280-1024 and 1024-864 o/p. Connected to a
VRT-19-DA (which works with a
 AS-200/TGA graphics o/p at 1280 x 1024 66Hz fine). Upon boot, the screen
flashes a few times, then nothing.  The backpanel LEDS stop at 4,5,7 pretty
quickly but no other indication anything is wrong. I put in a RZ26E drive to
spin up on power, which it d
id,as well as changing the SCSI terminator on the system backpanel. Are
there any jumpers to be set for graphics o/p? (I noticed a  switch labelled
A on top and B on bottom on the graphics option- both switches set to 1) Is
this system gone ?

  Apparent hardware problems are best handled by your hardware service
  organization, and not by the OpenVMS Wizard.
 
  Please see 2701 for information on the VRT19 series monitor.
 
  Please see 1077 for information on typical cabling.
 
  Please see 1228 for information on the VAXstation self-test codes.
 
  The SPX series graphics controller operates at 1280 by 1024 at 66 Hz.
  Given 2701, this should be compatible -- the jumper you appear to
  reference is likely the one that selects the alternate resolution:
  1024 by 864 at 60 Hz.
 
  The OpenVMS Wizard would recommend use of the serial console pending
  resolution of the current problem.
 
  As stated, this would appear to be a hardware problem with the system.
  Please contact your hardware support organization for assistance, or
  contact the seller.
