Assistance with NTP on VAX/VMS V4.7?

The Question is:

 
I have a very old MicroVax II running VMS Ver.4.7. We are restricted to this
version of VMS due to programs which were written in-house to drive wave
machines. We currently have a need to time-sync the MicroVax with a pc. Is
there a way to query a time se
rver with this version of VMS? We are running Process Softwares TCPware as
well. Also, we only have the Fortran compiler, not C. Any help or insight
into this would be greatly appreciated!

The Answer is :

 
  As it was then known, VAX/VMS V4.7 was first released in December 1987.
 
  The OpenVMS Wizard will assume that definitive tests have been
  conducted and it has been found that software changes are required
  to the application as a result of an OpenVMS upgrade (to V5.5-2 or
  later), and further that (if any changes were actually needed) these
  application changes have been considered and rejected.  User-mode
  software generally requires no changes as a result of an OpenVMS
  upgrade.

  and for access to various NTP source code packages.
 
  Please contact Process Software for assistance with TCPware, and for
  information on TCPware capabilities and features.
 
  The VAX C compiler was the C compiler package most commonly used during
  this vintage.  Other options include public-domain C compilers, or
  using Fortran or Macro assembler -- assistance in converting C code
  such as that typically used with NTP can be obtained from the Compaq
  Professional Services organization.
 
  If the PC supports DECnet, it might also possible to create a server
  on the PC, and use DECnet task-to-task and a home-grown application
  to create a client on V4.7 that queries the server on the PC.  (This
  scheme could also potentially be coded using IP protocols.)
