Removing OpenVMS Components? (Disabling MAIL)

The Question is:

 
I want to disable the MAIL program on the VAX. I realize that just flagging
the accounts with DISMAIL will not do all the job. Is there a way to disable
the MAIL exe file? Thanks! Charles
 

The Answer is :

 
  Both OpenVMS VAX and OpenVMS Alpha support mechanisms by which the
  system manager can tailor (VAX) or reconfigure (Alpha) the OpenVMS
  operating system.

  This tailoring/reconfiguration information is generally part of the
  OpenVMS upgrade and installation documentation.
 
  It might still be possible for a suitably privileged and knowledgeable
  user (a minimum of NETMBX privilege, and possibly rather more) to send
  MAIL, though it will require rather more work to do so -- this approach
  involves contacting a remote MAIL server and spoofing the client.
