Network device timeout?

The Question is:

 
When trying to FTP a remote site NT server this error message appears.
Network connectivity and routing have been verified on the filters for both
ends- still checking remote-end NT server.
Can you clarify what this error really means?

The Answer is :

 
  You will want to resolve what appears to be a network-level or
  controller-level hardware or configuration problem with this
  system.  Check the OpenVMS error logs via DECevent, and use tools
  such as ping to determine basic operation of the local network
  hardware and of end-to-end operation.
 
  This could be as simple as a misconfigured Q-bus, but without
  information on the hardware it is difficult to say for certain.
  Please contact your hardware support organization for assistance.

  the Ask The Wizard area.)

  OpenVMS VAX does not have a V7.2-1 version, the OpenVMS Wizard
  will assume this is V7.2.  The OpenVMS Wizard will also assume
  this is TCP/IP Services V5.0 or (better) V5.0A.  Information on
  the hardware involved -- the system type and (in cases such as
  this) the particular network hardware involved is often useful.
