DSSI RF disk media offline?

The Question is:

 
I have a VAX 4000-200 with an R21f dssi expansion box.  RF73 drives seem to
work fine,
but I cannot use RF74 drives.  Get "medium-offline" error when trying to
init.  Appears
to recognize as rf74 to console and to VMS.
Are RF74's supported in this configuration.
My VMS version is 7.1?  I have tried numerous
RF74 drives to no avail.

The Answer is :

 
  This appears to be a DSSI controller error, a DSSI ISE error, incorrect
  DSSI termination, or Q-bus configuration error, or other hardware error.
  Not an OpenVMS error.
 
  Information on DSSI configuration is included in the OpenVMS FAQ.
