Creating new DCLTABLES?

how can I create an empty dcltable for my new commands (existing modified
commands)

The Answer is :

 
  The usual approach involves copying and then modifying
  the existing DCLTABLES from SYS$SHARE:, copying and then
  using the DCLTABLES.TEMPLATE file, or using DCLTABLES
  from an OpenVMS distribution kit -- deleting or replacing
  or adding verbs as appropriate.
