Q-bus DEVOFFLINE device offline error?

The Question is:

 
I INSTALLED A TQK70 CONTROLLER AND TK70 TAPE DRIVE IN A MICROVAX 3500. I AM
UNABLE TO BOOT FROM THE TAPE DRIVE AND WHEN I TRY TO MOUNT THE DRIVE I
RECEIVE A "MOUNT-F-DEVOFFLINE, device is not in configuration or not
available error".  The system recognize
s the control and drive, it reports it as an mua0: at the show device
command.
 


The Answer is :

 
  The OpenVMS Wizard suspects a hardware problem -- this is not likely
  a problem with OpenVMS.  This problem is most likely caused by a mis-set
  Q-bus interrupt vector (the CSR appears correctly set), or by a Q-bus
  bus grant continuity problem.  See the previous discussions including
