Seeking license PAKs for old products?

The Question is:

 
I am working for BNFL on a VAX 3100 with VMS V5.4-1
The SCADA system uses TCP/IP to communicate with the terminals and UCX LOOP
works. I can not connect to the VAX using a PC via TCP/IP or use FTP as the
licenses do not exist.
Upgrading the VMS version is not an option but we can install the licenses
if we can get them. The local supplier failed to supply a license but I was
wondering if we could get one direct, if so how and what will be the cost.

The Answer is :

 
  You are running antique (and unsupported) TCP/IP Services and OpenVMS
  VAX versions, and are long overdue for an upgrade.
 
  For information and availability of product licenses -- most current
  licenses will enable the use of older product versions when those older
  versions are available and installed -- please contact your reseller
  or the Compaq Customer Support Center.
