Can you please tell me what Vista for the VAX is? Is it a database reporting
tool?

The Answer is :

 
  This package does not appear to be a Compaq product.  Please check the
  contents of the related images, data files, release notes, DCL command
  procedures, etc., to locate the name of the vendor or supplier, and
  contact the vendor or supplier directly.  (There have historically been
  several entirely different "Vista" products around...)
