BACKUP uses more tape media?

The Question is:

 
I upgraded OpenVMS on our Alpha from version 7.1.1h2 to 7.2-1.
Subsequently, our backups are consuming a lot more tape.  An example of a
backup command we use is:
 
$ BACKUP/IMAGE/NOALIAS/IGNORE=(INTERLOCK,LABEL_PROCESSING) -
    /MEDIA_FORMAT=COMPACT -
    DISK$PRODAPP: -
    IS1$MKB300:SW12W1PR.BCK -
    /RECORD/SAVE_SET/JOURNAL=SYS$MANAGER:SW12W1PR
 
We're using Digital TLZ9 4mm tape drives.  For example, backups that have
always fit on a single 90 meter tape now require 3.  Nothing has changed but
the OS version.
 
Is this a known issue?

The Answer is :

 
  The OpenVMS Wizard will assume that MOUNT and INITIALIZE commands also
  use the /MEDIA_FORMAT qualifier, or -- if the tape media is not
  reinitialized -- that the /REWIND qualifier can be added to the BACKUP
  command whenever the tape media is to be rewritten in its entirety.
 
  Please contact the Compaq Customer Support Center for assistance, as this
  appears unusual.  [There are known problems with MOUNT not correctly
  honoring the compaction setting on certain OpenVMS releases -- please see
  ALPMOUN07_071, for instance, and there are also known problems where BACKUP
  can and does unnecessarily use additional media.]
