The Answer is :

The NOIOCHAN error can arise when the TCP/IP link disconnects or times
out, or when various other printer, symbiont, or network problems arise.
In particular, check for network-level problems.

Ensure that you are using the current version (V4.2, in the case of
OpenVMS V6.2), and the associated current ECO kit.

Also consider testing various combinations of the following symbiont
  control mechanisms:

    setting UCX$TELNETSYM_STREAMS to 1.
    UCX$TELNETSYM_IDLE_TIMEOUT
    UCX$TELNETSYM_RETRY_INTERVAL

If the problem persists, please contact the Compaq Customer Support
Center, as the TCP/UP version and ECO, the contents of the symbiont
log file (UCX$TELNETSYM.LOG), and associated network information will
  be of interest.
