BACKUP not waiting for new tape?

The Question is:

 
I have a system that executes an image backup of the system disks overnight,
the same procedure has been used for years.  When viewing the log file
earlier I noticed that the backup had requested a second tape, but then
continued on a minute later, theref
ore, not allowing enough time for a new tape to be inserted.  Here is the
relevant output from the log file:

The Answer is :

 
  This looks like a bug, either with OpenVMS or with the particular
  tape drive involved.  Assuming you have applied all current ECO
  kits applicable to this problem, please contact the Compaq Customer
  Support Center directly for assistance.  Expect to be asked details
  of the tape device and tape device firmware...
