DECnet-Plus (DNS) hang?

The Question is:

 
We have been experiencing an interesting system hang (at least I think so). We boot a system and it hangs after the DNS$ADVER process has been started. The last line displayed states that the EWA0: (Twisted-Pair) Ethernet Connection started.
 
My team started to analyse the startup process to see where it actually hung. I got involved and found that by commenting out the Gosub Start_Adver in the DNS$STARTUP_CLERK.COM file it would not hang. We would then get the NCL
"VMS EMA agent" and "error sending command" errors  when  the NCL @sys$manager:Net$dns_clerk_startup.ncl command was invoked.
 
So I added some trace messages and found that if I commented out the enable dns clerk the system would not hang (but would crash a few seconds later!).
 
I started a "manually" intensive approach for starting up and when I entered the enable dns clerk command syntax the system hung.
 
I also found the following text in the DNS$AVDER_ERROR.LOG:
 
"Calculated Cache Size - (774144) pages"
"Warning - cache sizing discrepancy found:"
 
I'm now at the extent of my limited OpenVMS knowledge.
