DECnet insufficient remote system resources?

The Question is:

 
I am using Decnet (SET HOST)  to connect to remote VAX sites. Problem, error
 message returned "insufficient system resources at remote node". When this
 occurs no one can logon to the VAX even via the console. The only way to solve
 the problem is to reboot
 the VAX. Can you advise on what could be causing this problem.

  Not surprisingly, you have insufficient system resources at the remote
  system.  This can be any of various inadequately-configured system
  parameters or related problems, but the usual first step at remedying
  this involves cleaning out any site-specific tuning not explicitly
  recommended by Compaq OpenVMS or by application package vendors, and
  re-running the AUTOGEN utility, and rebooting the system.  Related
  problems include underconfigured paging and swapping files, as well
  as underconfigured system hardware (usually physical memory).

 REMRSRC,  insufficient system resources at remote node
 
  Facility:     SYSTEM, System Services
 
  Explanation:  An attempt was made to initiate a network logical link
                connection. The remote process encountered a resource
                allocation failure while trying to confirm the logical link.
                This condition is often temporary.
 
  User Action:  If the condition persists and the remote system is an OpenVMS
                system, check the relevant SYSGEN parameters and account
                quotas on the remote system. If the remote system is not
                OpenVMS, refer to that system's documentation about resource
                limits for the operating system or networking software. In
                either case, you might need to report the condition to the
                system manager of the remote system.
