Network fault prevents IP startup?

The Question is:

 
Dear Wizard:
 
Been happily using UCX 3.3 on VMS 6.2 for Alpha without incident for many
 years.  UCX is used for Telnet and SMTP, is assigned a static IP, and is
 pointed to our ISP for DNS name resolution.
 
UCX is being started at boot with the command "@sys$startup:ucx$startup.com" as
 the last entry in our "systartup_vms.com" file.
 
However, recently noticed that if the Alpha is physically disconnected from the
 network the Alpha hangs while starting UCX at display line "Dynamic Router
 Listener".
 
Is there a way from preventing UCX from halting if the network is not
 connected, and/or is there a way to safely kill the UCX startup process if it
 hangs (control-c is not effective)?

The Answer is :

 
  Don't disconnect the node ("don't do that"), or don't start TCP/IP
  if you do, or upgrade to TCP/IP Services V4.2 with the current ECO.
  If the problem persists on V4.2 with the current ECO, please contact
  the Compaq Customer Support Center directly for assistance in resolving
  the particular problem.
