Diagnosing OpenVMS and IP Performance?

The Question is:

 
 
We  are running TCPIP 5.0 on VMS 7.2 on a VAX 4000-700A.
 
The users are whinging that the vax response is slow. No surprises here. I'm
 getting Compaq to tune the file system. The only other unknown is the network
 card.
 
How can I monitor/assess tcpip statistics / throughput on the NIC in our
 system. Our network has its own problems however I want to prove that the
 vaxes are not the bottleneck.

  in the OpenVMS Performance Management manual.
 
  Please see the DECamds tool.
 
  Please see the DECnet and TCP/IP line and circuit counters.
 
  An upgrade to TCP/IP V5.0A is recommended.
