Slow DECnet connections?

The Question is:

 
Dear Wizard,
 
I have a alpha/openvms 7.1-h2 system taking to a vax/vms v5.5 system over
 decnet.  A set host command from alpha to vax  takes minutes to established
 and the response of a simple dcl command is hopelessly slow. However if I set
 host to another node which
is also vax/vms and from there I set host to  the target node I hope no
 problem. They have the same decent root number 3.xx .
 
I can't use decnet to transfer file directly but I can set up a batch procedure
 to from file via an intermediate node.
 
Can you give me a hints as how to solve this problem.

  Please contact the Compaq Customer Support Center directly.
 
  Expect to be asked to consider an upgrade to OpenVMS V7.1-2, for the
  DECnet phase and version, and for information on any of the available
  ECO kits you might have installed.  Also expect to be asked for the
  network counters and such, as these symptoms could be a result of a
  software problem, a software configuration problem, a network problem,
  or a network configuration problem.
