Tailoring system startup?

The Question is:

 
sorry don't know where to go to get Info. i need i would like to know how to
 clean up my start up ? to stop the programs running that i don't need running
 in the back round if you can help or send me in the right direction I would be
 most great full I don
't know much on downloading & finding thing's on the net (it took me 2 hours to
 find this)if you can fax it to me that would be the best.     (919)932-4872

The Answer is :

 
  Details on what products are used on your system, and on what products
  are no longer used, are central to the answer to this question.  You or
  another (privileged) user with direct access to the system and particular
  knowledge of the system use(s) are the only one(s) in position to
  determine this.
 
  The most obvious approach involves first performing a full system backup,
  using the procedures for acquiring a known-good and known-consistent
  system disk backup documented in the system management manual.  Then,
  simply commenting out specific calls to the layered product startups
  that you believe you do not need, and then rebooting the system to
  confirm this.  (This way, if you guessed wrong about the need for a
  particular product, you can remove the comment and re-enable the
  application after the next reboot.  And if you really guessed wrong,
  you can restore the system disk BACKUP and continue.)
 
  Information on the system startup and the system shutdown is available
  in the OpenVMS System Manager's manual.
 
  The OpenVMS Wizard is not in a position to provide formal support nor
