Converting file formats?

The Question is:

 
I have recently installed an NFS client (TCPware 5.4) on our elderly vax to
 simplify product testing.  Part of the documentation states "You can only
 convert files opened using RMS sequential access to stream-LF..."
 
As the NFSmount is on a Unix server, we ideally wish files to be converted to
 stream-LF format.  In particular, we generate files via:
 
   a)  @ test.com /OUTPUT=test.out
or b)  define/user_mode sys$output test.out
       some_cmd_here
 
Now I cannot expect you to provide help on the TCPware product *but*... is it
 possible to force the two scenarios above to open the output file "using RMS
 sequential access"?
