Third-party printers? (HP 4050)

The Question is:

 
when we had just Hp II or III printers, the device control library text files
 with the escape sequences were encapsulated by ascii 144 before the sequence
 and an ascii 156 at the end of the sequence.   This eliminated the annoying
 Blank Page before each r
eport printed from the LAT printer queue.   Now I'm running Hp 4's through the
 HP4050 and using Telnet printing via IP.    I now get the blank pages again
 and the encapsulation characters are in the text modules in the device control
 library.   I've been
tinkering with these text modules and cannot eliminate the blank page no matter
 what I try.   Do you know how to eliminate the preceeding blank page on Telnet
 Ip queues to Hp IV and higher model printers?   We toss out as many as 2000
 pages a day because
of this problem.  Reusing the paper causes jams to they don't.
Anything you can suggest would be greatly appreciated.

  The usual approach for printing to specific third-party printers
  involves the use of DCPS.  To ensure function, printers not supported
  by DCPS can require printer-specific configuration and testing -- the
  DCPS package provides this testing for specific third-party printers.
