BACKUP Access Violation? (ACCVIO)

The Question is:

 
    I try to duplicate a file by DCL command "backup", but it response me the
 message:
VIS07[PRIEQPS]>backup/log EQPSSEC:[SECEQPS]eqps.ism * /owner=[20001,377]
%SYSTEM-F-ACCVIO, access violation, reason mask=00, virtual address=000000000000
0000, PC=0000000000000000, PS=00000000
 
    But I try it by DCL command "copy", and it works. So please tell me what
 happen for the situation And what situcation should use "copy" and "backup" !

The Answer is :

 
  You have encountered a process quota or system configuration problem,
  or you have encountered a BACKUP or other OpenVMS bug, or (less likely)
  you have encountered some sort of a file structure corruption.
 
  Please first acquire and install the current BACKUP ECO kit, and
  seriously look at an upgrade to V7.1-2.  Then ensure that your process
  quotas are set to the values in the system manager's manual and that
  your system parameters are reasonably set (see the AUTOGEN tool), and
  then -- if the problem persists -- please contact the Compaq Customer
  Support Center directly for assistance resolving this.
